It is close, but I thought Vice City Stories was slightly better than Liberty City Stories after I had played the games, but now, I am not 100% sure. Vice City Stories had many great missions and I liked that Empire feature, but if we talk about cities, then I prefer Liberty City over Vice City.

Tommy the Ultimate Badass who killed his treacherous former boss, traitor right hand man, multiple big players in VC, runs multiple businesses, took over VC's criminal underworld comprehensively who also can't swim. As cheesy as it sounds it's pretty funny honestly and also realistic to an extent.

Feb 15, 2012 · Joined: 08/29/2009. Not interested in GTA anymore, sorry. Posted February 15, 2012. In Vice City, Tommy can't swim, but Vic Vance can. Some peds can, some can't, and cops can. In San Andreas, CJ and the Families can swim. Some peds can, some can't, and cops also can't. In Liberty City, NOBODY (Claude, Toni, peds, cops) can swim.
GTA:LCS is a prequel, and the stage is set three years before the events of GTAIII happened in 2001. There is a different main character (Tony Cipriani) with his very own story missions. That being said, if you enjoyed GTAIII, you will probably enjoy coming back to Liberty City to play through more of the GTA saga.
